Public agencies, judicial branch, and legislative branch are prohibited from permitting high risk platforms (TikTok, WeChat, and Telegram) on their networks or devices owned, leased, or controlled by those entities.

Employees, elected officials, appointees, and students of public agencies and judicial/legislative branches cannot install, use, or access high risk platforms on agency-controlled devices, with exemptions for law enforcement investigations, cybersecurity threat identification, human life protection, firewall implementation, judicial proceedings, and externally-funded UNC research.

All individuals must remove, delete, or uninstall high risk platforms from government-controlled devices by April 15, 2023.

Each public agency and the judicial and legislative branches must adopt policies governing network use and high risk platform restrictions by July 1, 2023, and annually report unauthorized use incidents to the State Chief Information Officer by August 1.

The State Chief Information Officer must publish recommendations for authorized access to high risk platforms by April 15, 2023; the act becomes effective April 1, 2023.
