• Requires all maternal care providers (physicians, mental health professionals, etc.) to complete an evidence-based implicit bias training program developed by the Department of Health and Human Services by December 31, 2025, with proof of completion required for license renewal.

• Establishes patient rights at perinatal care facilities including the right to participate in medical decisions, receive discrimination-free care, and be informed of complaint procedures with the Division of Health Service Regulation or Human Rights Commission.

• Appropriates $1.5 million in recurring funds for fiscal year 2024-2025 to develop and administer the implicit bias training program ($500,000) and support the Maternal Mental Health MATTERS program ($1 million).

• Establishes a Perinatal Education Grant Program awarding $10,000-$50,000 grants to community-based organizations in rural, underserved, or low-wealth areas, with special consideration for organizations led by black women, expiring June 30, 2025.
