Prohibits the sale or purchase of vapor products within 1,000 linear feet of child care facilities, schools, community colleges, UNC facilities, and religious places of worship, with violations classified as Class 2 misdemeanors, effective December 1, 2024.

Establishes the Fentanyl Misuse Task Force composed of representatives from health departments, law enforcement, substance use treatment providers, and health care regulatory boards to study and recommend strategies to combat fentanyl misuse in North Carolina.

Task Force shall submit an interim report to the 2025 General Assembly when it reconvenes in 2026 and a final report with findings and legislative recommendations to the 2027 General Assembly.

Appropriates $15,000,000 in recurring General Fund dollars for fiscal year 2024-2025 to the Department of Health and Human Services, Division of Public Health, to purchase opioid antagonists for local health departments to distribute free of charge to North Carolina residents.
