Senate Bill 845: Community Safety Act

• Appropriates $1,000,000 to the Department of Justice for grant writers to assist law enforcement agencies in obtaining grant funds.

• Appropriates $1,000,000 for grants to law enforcement agencies supporting community policing initiatives and $1,500,000 for grants to agencies for exemplary officer service or meeting racial and gender diversity benchmarks (maximum $10,000 per grant).

• Classifies strangulation and neck restraints as deadly force, requires officers to use minimum necessary force and attempt de-escalation tactics, and directs the Attorney General to develop uniform use of force policies by December 1, 2024.

• Establishes minimum age requirement of 21 years for criminal justice and sheriff's officers and allows state certification commissions to deny, suspend, or revoke certification based on felony convictions or four or more misdemeanors.

• Appropriates $2,000,000 for grants to law enforcement agencies to fund detective and investigative positions for investigating Class D felonies and higher.
