Redirects $6,250,000 in recurring general fund appropriations from the Carolina Pregnancy Care Fellowship to evidence-based maternal and infant health programs administered by the Department of Health and Human Services, effective July 1, 2024.

Repeals Section 9H.11 of S.L. 2023-134 effective July 1, 2024.

Requires crisis pregnancy centers receiving state financial assistance to submit annual reports to the Department of Health and Human Services, Joint Legislative Oversight Committee on Health and Human Services, and Fiscal Research Division within 60 days after fiscal year end.

Report requirements include center locations, funding sources, services provided, patient demographics and volume, staffing qualifications, disclosure of whether center holds itself out as a medical facility, and documentation of medical record privacy compliance.

Reporting requirements apply retroactively to any crisis pregnancy center that received state financial assistance on or after July 1, 2019.
