Establishes the Small and Socially Disadvantaged Farmers Grant Program within the North Carolina Department of Agriculture to provide financial assistance to eligible farmers.

Defines eligible individuals as North Carolina residents at least 21 years old with gross cash farm income of $250,000 or less and minimum annual farming income of $1,000, including small farmers and socially disadvantaged farmers.

Appropriates $10,000,000 in recurring General Fund dollars for the 2024-2025 fiscal year, with the Department authorized to retain up to 3% for administrative costs.

Allows the Commissioner of Agriculture to establish grant priorities based on farm size, income levels, and land ownership status, with tiered maximum grant amounts determined by financial hardship and demonstrated need.

Requires the Department to establish an advisory committee to monitor program effectiveness and adopt rules for implementation, effective July 1, 2024.
