Senate Bill 862: Tier One County Assistance

• Appropriates $400,000,000 in nonrecurring funds from the General Fund to the Department of Commerce for fiscal year 2024-2025 for grants to tier one counties, with funds remaining available until fully expended.

• Eligible tier one counties may receive up to $10,000,000 per county for projects promoting self-sufficiency, infrastructure improvement, education, or workforce development.

• Counties must submit proposals to the Department of Commerce detailing intended fund use, which must be reviewed and approved before grant disbursement.

• Department may use up to 1% of appropriated funds for program administration and must report disbursement details, applicant numbers, and fund uses by December 1, 2024, and annually thereafter.

• Counties receiving grant funding must submit annual reports beginning October 1, 2024, detailing fund uses and remaining balances, with ineligible recipients required to forfeit grants and repay amounts received.
