Requires local boards of education to adopt policies mandating display of United States and North Carolina flags on school grounds near the main entrance and in every classroom for public schools, charter schools, regional schools, and laboratory schools.

Requires daily scheduling of Pledge of Allegiance recitation and age-appropriate instruction on the meaning and historical origins of the flag and pledge in all public school types.

Prohibits policies from compelling any person to stand, salute the flag, or recite the Pledge of Allegiance.

Appropriates $1,000,000 in nonrecurring funds for fiscal year 2024-2025 and $100,000 in recurring funds for fiscal year 2025-2026 to the Department of Public Instruction to purchase flags for public school units.

Appropriates $1,000 in recurring funds for fiscal year 2024-2025 to the UNC Board of Governors for flag purchases at secondary schools under board control.
