Private church schools and qualified nonpublic schools must adopt School Risk Management Plans in coordination with local law enforcement and conduct full school-wide lockdown exercises at least once annually.

Licensed child care facilities must develop Emergency Preparedness Plans and conduct full facility-wide lockdown exercises with local law enforcement at least once per year.

Adult day care and adult day health programs must develop and implement lockdown protocols, conduct periodic lockdown drills at least once annually, and submit annual reports of lockdown activities to the Department of Health and Human Services.

The Department of Health and Human Services may impose civil penalties up to $1,000 per day for violations of adult day care and adult day health program lockdown requirements.

$100,000 in recurring funds is appropriated to the Division of Nonpublic Education and $100,000 to the Department of Health and Human Services for implementation and enforcement, effective July 1, 2024.
