Appropriates $500,000 in nonrecurring funds from the General Fund to the Community Colleges System Office for the 2024-2025 fiscal year to establish the Student Voter Identification Grant Program.

Provides grants of up to $20,000 per community college to upgrade equipment and facilities needed to produce student identification cards that qualify as valid photo identification for voting under G.S. 163-166.16.

State Board of Community Colleges shall award grants no later than August 15, 2024, to any community college submitting a reasonable plan for fund expenditure, with each college eligible for only one grant.

State Board of Elections shall review and approve applications from grant-recipient colleges submitted by September 1, 2024, to have their student identification cards approved for voting purposes if applications meet other established requirements.

System Office must report to the Joint Legislative Education Oversight Committee by February 15, 2025, identifying which colleges received grants and detailing purchases made with awarded funds.
