Prohibits resale of speculative tickets (those not in actual or constructive possession of the reseller) and allows venues to file prohibition notices with the Secretary of State to ban resales for specific events.

Appropriates $100,000 to the Department of Commerce for public awareness campaign; requires resale websites to provide resale purchaser contact information to original ticket issuers; effective December 1, 2024 for ticket transactions.
