Repeals S.L. 2023-106 and enacts Article 29F establishing 10 parental rights including access to education records, making healthcare decisions, reviewing school performance data, and observing classes within reasonable limits.

Enacts Article 29G establishing 14 student rights including a discrimination-free learning environment, safety protections, access to extracurricular programs, due process in discipline, mental health services, and participation in school decision-making.

Appropriates $50,000 in nonrecurring funds to the Department of Public Instruction for the 2024-2025 fiscal year to conduct a public awareness campaign about the enumerated rights.

Section 1 becomes effective when the bill becomes law and applies beginning with the 2024-2025 school year; Section 2 becomes effective July 1, 2024.
