Authorizes the Town of Beaufort to lease property owned or leased by the town within areas described in Chapter 371 of the 1979 Session Laws and Chapter 1199 of the 1981 Session Laws (as amended), plus an area bounded by Front Street, Orange Street, and Marsh Street, including all littoral and riparian rights.

Allows the Town's Board of Commissioners to lease this property for periods exceeding 10 years if the Board determines the property will not be needed by the Town for the lease term, notwithstanding G.S. 160A-272.

Authorizes the Board to renew or extend existing leases for periods exceeding 10 years through a resolution adopted at a regular Board meeting with 10 days' public notice, following the requirements of G.S. 160A-272 for leases of 10 years or less.

Does not restrict or modify the Town's existing authority to lease or rent real property or renew or extend leases as previously authorized under the 1979 and 1981 Session Laws.

Becomes effective upon enactment.
