Amends the Town of Garner's charter to authorize the town to impose facility impact fees on new development to cover capital costs of community service facilities.

Eligible facilities for impact fees include fire stations, police stations, cultural facilities (other than libraries), and solid waste collection, handling, disposal, and recycling.

Facility fees must be based on a report documenting anticipated capital costs, construction characteristics affecting facility needs, and a plan for providing facilities; fees must bear a direct relationship to additional public capital costs generated by new construction.

Town council may divide the town into zones with different fee amounts based on existing facilities and paid or unpaid capital costs, with fees uniformly applied within classifications based on development type and size.

Revenue from facility fees must be deposited in separate trust funds for each facility and spent only for those capital facilities; aggrieved parties may appeal to town council within 30 days of payment and seek judicial review in Wake County Superior Court.
