Expands the City of Hendersonville's authority to operate public enterprises outside its corporate limits to serve areas and citizens beyond city boundaries.

Requires cities to apply public enterprise rules equally both within and outside corporate limits without differing treatment.

Mandates that cities maintain separate funds for public enterprises and prohibit transfers to other funds except for capital project funds for asset construction or replacement.

Requires property owners signing annexation petitions to include a statement that their petition is not based on any municipality representation that public enterprise services would be withheld without annexation.

Applies only to the City of Hendersonville and excludes public transportation systems and off-street parking facilities from these requirements; effective June 30, 2024.
