Adds Section 39 to Article I of the North Carolina Constitution establishing that the State shall not restrict a woman's right to decide to have an abortion.

Prohibits the State from restricting access to contraception, fertility treatment, continuing one's own pregnancy, or miscarriage care.

Allows the State to restrict abortion after fetal viability unless the termination is necessary to preserve the life or health of the woman, or to further the health or safety of the woman seeking termination.

Defines "undue burden" as any burden placing a substantial obstacle in the path of a woman seeking to terminate a pregnancy prior to fetal viability.

Submits the amendment to North Carolina voters at the 2024 general election, with the amendment becoming effective January 1, 2025 if a majority votes in favor.
