Amends the North Carolina Constitution to require all voters to present photographic identification before voting, removing the current restriction that applies only to in-person voters.

Modifies Section 2(4) of Article VI and Section 3 of Article VI of the North Carolina Constitution to expand photo ID requirements beyond in-person voting.

General Assembly retains authority to enact laws governing photographic identification requirements, which may include exceptions.

Amendment will be submitted to voters at the statewide general election on November 3, 2026, requiring a majority vote for approval.

Upon certification by the State Board of Elections that a majority voted in favor, the amendment becomes effective immediately; if rejected, it has no effect.
