Requires the North Carolina Utilities Commission to determine application completeness within 30 days and specify any deficiencies in writing for water or wastewater franchise transfer applications.

If the Commission fails to issue a completeness determination within 30 days, the application is automatically deemed complete.

Mandates the Commission issue an order approving or denying the application within 210 days of filing a completed application, provided the transferring utility has unresolved environmental violations and meets technical, managerial, and financial capability standards.

Accelerates the timeline to 180 days for applications pending when the act becomes law if the water or wastewater system has an unresolved notice of violation from the Department of Environmental Quality.

Applies only to water or wastewater systems with unresolved notices of violation issued by the Department of Environmental Quality.
