Adopts temporary rules for the NC House of Representatives for the 2025 Regular Session, covering nine sections: Order of Business, Conduct of Debate, Motions, Voting, Committees, Handling of Bills, Legislative Officers and Employees, Privileges of the Hall, and General Rules

Establishes session schedules prohibiting Friday sessions in January and February 2025, limiting sessions to 10:00 PM on Mondays and 9:00 PM other days, and prohibiting votes on Sundays except for Journal approval and adjournment

Sets bill introduction deadlines: local bills must be submitted by February 20, 2025 and introduced by March 6, 2025; public bills must be submitted by March 6, 2025 and introduced by April 3, 2025, with a 15 public bill limit per member

Lists 41 standing committees including Appropriations, Finance, Rules/Calendar/Operations, various Judiciary committees, and subject-specific committees covering education, health, transportation, and other policy areas

Includes emergency provisions (Rule 58.1) allowing the Speaker to invoke temporary modifications during a State of Emergency, including designated voting procedures where absent members may designate the Majority or Minority Leader to cast their votes
