Establishes a seven-member independent bipartisan committee to study modernizing North Carolina's travel allowances for state officers, employees, teachers, and members of boards, commissions, and the General Assembly

Committee membership includes two appointees from the House Speaker, two from the Senate President Pro Tempore, and three from the Governor, with bipartisan representation from majority and minority party candidates

Governor must convene the first meeting within 30 days of the act becoming law, and members will select their own chair

Committee must review the history of state travel allowances, federal reimbursement rates, and consult with experts in hospitality, accounting, human resources, personnel management, and education

Final report with findings and recommendations due to the Joint Legislative Commission on Governmental Operations by March 15, 2026, at which point the committee terminates
