Establishes legal definitions for "detransitioner" and "detransition procedure" and permits detransition procedures for minors with parental consent, while maintaining existing prohibitions on gender transition procedures for minors

Creates extended civil liability period allowing detransitioners to sue medical professionals within 10 years of turning 18 or within 4 years of incurring detransition procedure costs, with available damages including compensatory, punitive, attorneys' fees, and detransition procedure costs

Requires gender clinics to report detailed statistics on all gender transition procedures to the Department of Health and Human Services, including patient age, sex, residence, prescribing physician, drug dosages, and co-occurring mental health conditions

Mandates health insurance plans covering gender transition procedures for minors to also cover adverse consequences, ongoing monitoring, and any detransition treatments, with insurers required to report claims data annually

Allows detransitioners to change the sex designation on their birth certificate with a notarized physician statement, and prohibits medical professionals from denying parents access to their minor's medical records related to gender transition care
