Modifies ballot language for the Article 46 county sales and use tax referendum to describe the rate as "a fraction of a penny (one penny for every four dollars spent)" instead of "one-quarter percent (0.25%)"

Adds new language specifying that tax proceeds can be used to increase pay for teachers and other education employees

Clarifies on the ballot that the tax will not apply to gas, groceries, motor vehicles, or prescription drugs

Effective immediately upon becoming law and applies to Article 46 advisory referendums conducted on or after that date
