Upgrades sexual battery from a Class A1 misdemeanor to a Class H felony when committed by a local government elected official against a fellow governing board member or subordinate employee

Upgrades stalking from a Class A1 misdemeanor to a Class H felony under the same circumstances—when a public official commits the offense against someone serving on the same governing board or employed by that board

Applies to "public officials" as defined in G.S. 14-234.3, which covers local government elected officials on governing boards

Becomes effective December 1, 2025, and applies only to offenses committed on or after that date
