Legalizes medical cannabis for patients with qualifying conditions including cancer, epilepsy, HIV/AIDS, ALS, Crohn's disease, PTSD, multiple sclerosis, Parkinson's disease, sickle cell anemia, and terminal illnesses with less than 6 months life expectancy

Establishes a Medical Cannabis Production Commission to license up to 10 suppliers, each permitted to operate up to 8 medical cannabis centers with at least one required in a Tier 1 (economically distressed) county

Requires patients to obtain written certification from a physician who has completed 10 hours of continuing medical education on medical cannabis, with registry identification cards issued by the Department of Health and Human Services for a $50 application fee

Imposes a 10% monthly fee on supplier gross revenue, prohibits smoking/vaping within 1,000 feet of schools, churches, and childcare facilities, and exempts medical cannabis sales from state sales tax

Creates strict regulations including seed-to-sale tracking, child-resistant packaging, advertising restrictions, mandatory product testing by independent laboratories, and criminal penalties for violations including enhanced sentences for trafficking from medical facilities
