Appropriates $500 million in nonrecurring funds from the Hurricane Helene Disaster Recovery Fund for FY 2025-2026, with allocations including $208 million to NCEM for disaster recovery programs, $96.25 million to OSBM for local government grants, $63 million to the Department of Agriculture, and $18 million for fire department grants

Transfers $635.25 million to the Helene Fund from state reserves including $476.5 million from Medicaid Contingency Reserve, $104.9 million from State Emergency Response Fund, and $45.5 million from Federal Infrastructure Match Reserve

Establishes new grant programs including the Hurricane Helene Local Government Capital Grant Program for infrastructure repair, Hurricane Helene Flood Mitigation Grant Program for structural flood prevention measures, and Aerial Asset Accessibility Grant Program for local airport emergency preparedness

Appropriates $685.6 million in federal disaster funding for water infrastructure, with $409.4 million to the Drinking Water State Revolving Fund and $253.7 million to the Clean Water State Revolving Fund for Hurricane Helene-damaged facilities

Extends the statewide state of emergency declaration until October 1, 2025, and requires funds not expended by June 30, 2030 to revert to the Savings Reserve
