Exempts North Carolina residents who are members of state-recognized tribes (under Chapter 71A) or hold Native nation ID cards from hunting, trapping, and fishing license requirements anywhere in the state, not just on tribal land

Maintains the existing exemption for tribal members hunting, trapping, or fishing specifically on tribal land owned by a state-recognized tribe

Requires exempt individuals to carry and produce tribal membership identification upon request by wildlife enforcement officers

Exempt persons must still comply with reporting requirements, hunter education requirements, federal migratory waterfowl stamp purchases, and all other applicable hunting/fishing laws and rules

Exemption does not apply to special licenses under Articles 14A, 14B, or 25A (commercial fishing, vessel registration, and controlled hunting preserve licenses); effective October 1, 2025
