Requires video and audio recording of all district court criminal proceedings, including impaired driving cases, with annual public reporting of case dispositions, sentencing factors, and outcomes by county

Creates pathway for repeat DWI offenders to restore driving privileges after one year through completion of a DWI Treatment Court Program, with mandatory ignition interlock or continuous alcohol monitoring requirements
