Establishes the National Guard Student Loan Repayment Program to provide student loan repayment awards to active North Carolina National Guard members who commit to a minimum three-year term of service

Awards capped at $50,000 for an initial three-year term, with up to $10,000 additional for each year of service beyond three years; awards cannot exceed the recipient's actual student loan debt

Recipients who voluntarily leave or are discharged for misconduct must repay a prorated portion of the award based on months of service not completed

Creates a nonreverting special revenue fund and appropriates $25,540,900 in nonrecurring funds for the 2025-2026 fiscal year to fund the program

Appropriates $180,000 in recurring funds to hire at least two full-time communications professionals for the National Guard; effective July 1, 2025
