Increases the maximum allowable speed limit on Interstate Highway System and controlled-access highways from 70 mph to 75 mph, subject to NC Department of Transportation engineering and traffic investigations

Creates a new Class 3 misdemeanor for driving over 85 mph where the posted speed limit is 75 mph, in addition to the existing offense for driving over 80 mph where the limit is 70 mph or less

Adds new license suspension authority for convictions of driving over 85 mph on highways with a 75 mph speed limit

Mandatory 30-day license suspension applies to drivers convicted of exceeding 85 mph where the maximum speed is 75 mph

Conforming changes become effective December 1, 2025, and apply to offenses committed on or after that date; main provisions effective upon becoming law
