Establishes a 12-member Joint Legislative Committee on Medicaid Sustainability, with 6 senators appointed by the President Pro Tempore and 6 representatives appointed by the Speaker of the House

Committee will study ways to modify North Carolina's Medicaid program in response to potential federal funding decreases while maintaining current state funding levels

Modifications under consideration include reducing or eliminating optional services and eligibility groups, increasing provider assessments, reducing reimbursement rates, and achieving managed care efficiencies

Committee has authority to request information from all state agencies and subpoena witnesses; meetings require a majority quorum for action

Final report with proposed legislation due to the General Assembly by April 30, 2026, at which point the committee terminates
