Eliminates the "period of war" service requirement for state employment preference, extending eligibility to all veterans regardless of when they served

Expands employment preference to include active duty personnel (complying with federal off-duty employment rules), Armed Forces Reserve members, and National Guard members

Extends preference eligibility to spouses of qualifying military personnel and to spouses/dependents of disabled or deceased service members

Applies preference to all State departments, agencies, and institutions for initial employment, subsequent hirings, promotions, reassignments, and horizontal transfers

Takes effect upon becoming law and applies to applications and employment events occurring on or after that date
