Creates the North Carolina Healing Arts Commission, a 5-member body with 3-year terms appointed by the Governor, General Assembly, Senate President Pro Tempore, and House Speaker to regulate healing arts professions

Establishes state licensure for reflexologists, requiring national certification from the American Reflexology Certification Board, age 18+, and annual license renewal with fees up to $300 for initial license and $350 for renewal

Establishes state licensure for music therapists, requiring a bachelor's degree from an AMTA-accredited program, board certification (MT-BC), 1,200 hours of clinical training, and license renewal every 5 years

Creates advisory committees for each profession (3 members each) to screen applicants, conduct investigations, and make licensing recommendations to the Commission

Violations result in written warning for first offense, up to $200 civil penalty for second offense, and $200 penalty plus Class 1 misdemeanor for third and subsequent offenses; effective date January 1, 2026
