Requires local ordinances to mandate public hearings before any state or local agency can condemn or rezone farmland within voluntary agricultural districts, changing this from optional ("may") to mandatory ("shall")

Extends the deadline for local agricultural advisory boards to hold public hearings and submit findings from 30 days to 45 days after receiving a request

Prohibits agencies from initiating condemnation or rezoning actions until 120 days after the advisory board submits its findings and recommendations

Expands the scope of required public hearings to include rezoning actions, not just condemnation proceedings

Effective October 1, 2025, applying to condemnation or rezoning actions initiated on or after that date
