Merchants in North Carolina cannot charge customers more than 2% of the total transaction for credit or charge card payments, effective January 1, 2026

Merchants must clearly disclose credit/charge card fees at point of entry and point of sale for in-person transactions, on homepage and checkout pages for online transactions, and verbally for phone transactions

Merchants may offer discounts to encourage cash or check payments, but cannot charge card fees if cards are the only payment method accepted

Violations carry civil penalties up to $500 per violation assessed by the Secretary of Commerce, with first-time violators exempt if they comply within 30 days and compensate affected consumers

Filing fee for articles of incorporation under the NC Nonprofit Corporation Act increases from $60 to $65
