Establishes the 2024 Agricultural Disaster Crop Loss Program within the Department of Agriculture and Consumer Services to provide financial assistance to farmers with verified losses from agricultural disasters in North Carolina during 2024

Appropriates $475 million to the program, funded by transfers from the Stabilization and Inflation Reserve ($200 million), Information Technology Reserve ($200 million), and Economic Development Project Reserve ($75 million)

Eligible farmers must have experienced verifiable losses in counties designated by USDA as agricultural disasters, with claims due within 45 days of the act becoming law (extensions available for nursery, fruit-bearing trees, and specialty crops)

Department may use up to 1% of funds for administrative purposes and must calculate payments based on acreage, county loss estimates, and USDA National Agricultural Statistics Service averages

Program expires 30 months after enactment, with unexpended funds reverting to the State Emergency Response and Disaster Relief Fund
