Authorizes emergency departments, fire departments, and rescue/EMS squads staffed 24/7 to install "newborn safety devices" (baby boxes) for anonymous infant surrender

Requires devices to have temperature-controlled interiors, proper ventilation, auto-locking exterior doors, dual alarm systems that automatically call 911, and twice-daily visual inspections

Expands the definition of "safely surrendered infant" to include infants up to 30 days old placed in newborn safety devices, in addition to those delivered directly to health care providers, first responders, or social workers

Mandates NC DHHS Division of Social Services to inspect devices before operation and annually thereafter, with installation costs covered by departmental funds or private donations

Requires signage at devices displaying crisis support phone numbers, alternatives to surrender, and notice that placement constitutes abandonment of parental rights and consent for foster care or adoption
