Amends the North Carolina Constitution to change State Board of Education membership from Governor-appointed members to elected members chosen by voters in districts established by the General Assembly

Makes the Superintendent of Public Instruction the chair of the State Board of Education (currently serves as secretary), while retaining the Lieutenant Governor and Treasurer as ex officio members

Sets four-year overlapping terms for elected board members, with the number of members equal to North Carolina's U.S. House of Representatives seats (currently 14)

Requires the constitutional amendment to be placed on the November 2026 statewide general election ballot for voter approval

If approved by voters, the changes take effect January 1, 2028, and apply to terms beginning January 1, 2029
