Exempts Jackson County Schools, Swain County Schools, and Transylvania County Schools from state-mandated school calendar opening and closing date requirements

Removes the restriction that schools must open no earlier than the Monday closest to August 26 and close no later than the Friday closest to June 11 for these three districts

Allows local boards of education in these counties to set their own school calendar dates without needing State Board of Education waiver approval

Takes effect upon becoming law and applies beginning with the 2025-2026 school year
