Educational organizations (nonprofits, not-for-profits, and 501(c)(3) entities with education as their primary purpose) may directly obtain decommissioned and surplus federal property for educational purposes, bypassing existing state procurement limitations

State agencies (any board, bureau, commission, department, institution, or agency) may directly obtain decommissioned and surplus federal property when intended to promote public safety

Amends Part 2 of Article 3A of Chapter 143 of the General Statutes by adding two new sections (§ 143-64.5A and § 143-64.5B)

Effective immediately upon becoming law
