Restores authority for Randolph County and its municipalities to initiate down-zoning amendments without obtaining written consent from all affected property owners

Amends G.S. 160D-601(d) to create an exception allowing local government-initiated down-zoning, overriding restrictions imposed by S.L. 2024-57

Removes the prohibition on creating nonconformities on non-residential land as a type of down-zoning requiring owner consent

Applies retroactively to December 11, 2024, reinstating any ordinances that were affected by the prior state law change

Applies only to Randolph County and municipalities located within Randolph County (local bill)
