Restores authority for Union County and its municipalities to initiate down-zoning amendments without obtaining written consent from all affected property owners

Amends G.S. 160D-601(d) to create an exception allowing local government-initiated down-zoning, reversing restrictions imposed by S.L. 2024-57

Removes the provision that created nonconformities on non-residential land as a form of down-zoning requiring owner consent

Applies retroactively to December 11, 2024, reinstating any ordinances that were affected by the previous state law change

Applies exclusively to Union County and municipalities located within Union County (local bill)
