Directs the NC Cooperative Extension Service to establish a basic lumber grading training program within 180 days, with recertification required every five years for operators selling ungraded lumber

Mandates that lumber be sold directly from the sawmill operator to the property owner, with certificates documenting wood species, quantity, certified operator name, and sale date

Requires code enforcement officials to review framing but shields them from liability for structural failures resulting from use of dimension lumber instead of grade-stamped lumber
