Establishes the Transylvania Rural Development Authority as an independent body corporate with powers granted under existing rural development authority law, operating outside the control of the Transylvania County Board of Commissioners

Nine members appointed by the Transylvania Economic Alliance serve five-year staggered terms, must be Transylvania County residents, and receive no compensation except expense reimbursement

Members and employees are prohibited from acquiring any direct or indirect interest in development projects, related property, or contracts for materials/services, with violations constituting misconduct in office

Transylvania County, the State of North Carolina, and other governmental units providing funds to the Authority are shielded from liability for environmental issues related to development projects

Applies only to Transylvania County and takes effect upon becoming law
