NC Department of Health and Human Services must disenroll Planned Parenthood Federation of America and associated entities as Medicaid providers and discontinue all Medicaid contracts with them

Hospitals and ambulatory surgical facilities cannot refer unpaid bills to collections without first providing patients an itemized list of charges in plain language explaining the specific nature of expenses

Patients can request a good-faith estimate for any "shoppable service" (non-urgent, schedulable procedures), which must be provided in writing at least 3 business days before scheduling and include relevant billing codes

Final bills for shoppable services cannot exceed more than 5% above the good-faith estimate provided to the patient

The Medicaid provisions take effect immediately upon becoming law; billing transparency provisions become effective January 1, 2026 or when implementing rules take effect, whichever is later
