Creates new criminal offense of "larceny of mail" under NC General Statutes § 14-72.10, defining mail as any letter, package, bag, or other item of value sent or delivered to another person

First offense with mail value under $200 is a Class A1 misdemeanor; second offense under $200 escalates to Class G felony

First or second offense with mail valued at $200 or more is a Class E felony

Third or subsequent offense, or theft of mail exceeding $2,000 in value, is a Class D felony

Effective December 1, 2025, applying to offenses committed on or after that date
