Repeals North Carolina's "right-to-work" provisions that currently prohibit employers from requiring union membership or dues payment as a condition of employment

Establishes new public policy declaring that labor organizations have the unabridged right to enter into labor agreements

Removes the prohibition on "closed shop" and "union shop" agreements, which would allow employers and unions to negotiate contracts requiring union membership

Repeals Article 12 of Chapter 95, eliminating restrictions on labor organizing by public employees

Effective immediately upon becoming law, applying to all agreements entered into on or after the effective date
