Authorizes Durham Public Schools Board of Education and Durham County to form partnerships, joint ventures, or land trusts to construct and maintain affordable rental housing on property owned by either entity

Eligible tenants include Durham Public Schools teachers, sworn law enforcement officers, and first responders employed by local governments in Durham County, with other school district employees eligible if units remain available

Requires at least 75% of housing units to be reserved for Durham Public Schools teachers

Permits below-market rental rates at the discretion of the housing entity and allows contracting with private businesses to finance, construct, or maintain the housing

Prohibits transfer of property acquired through eminent domain after the act's effective date and maintains compliance requirements with building codes, zoning ordinances, and health and safety regulations
