NC Department of Transportation would no longer be required to serve or join spouses whose only interest in condemned land is the possibility of a future election under G.S. 29-30 (surviving spouse's right to take a life estate in lieu of intestate share)

Surviving spouses would be barred from claiming a life estate in any real estate taken by NCDOT in a condemnation action initiated before the deceased spouse's death

Process of service in condemnation actions updated to align with G.S. 1A-1, Rule 4 (standard civil action service rules)

Effective date is October 1, 2025, applying to condemnation actions initiated on or after that date
