Establishes procedures for selecting 7 commissioners plus alternates to represent North Carolina at an Article V constitutional convention, with 3 chosen by the Senate, 3 by the House, and 1 at-large commissioner chosen jointly by legislative leadership

Sets qualifications for commissioners: must be U.S. citizens, state residents, at least 21 years old, not convicted felons, not registered lobbyists, not federal officeholders/employees, and not statewide elected officials; no more than 4 commissioners may be sitting state legislators

Requires commissioners to take an oath pledging to act within the limits of their commission and instructions, and prohibits them from exceeding the scope defined by the congressional call or the narrowest applicable state application

Makes it a Class I felony for a commissioner to vote for, vote to consider, or otherwise promote any convention action outside their authorized scope of authority

Allows commissioners to be recalled by majority vote of their appointing chamber, or temporarily suspended by the President Pro Tempore and Speaker when the legislature is not in session
