Creates a Continuous Alcohol Monitoring Fund within the Division of Community Supervision and Reentry to cover monitoring costs for defendants the court determines cannot afford to pay

Adds a 5-cent charge on each bottle of spirituous liquor sold at the uniform State price to fund the program

Requires local ABC boards to remit the 5-cent per bottle proceeds monthly to the Division of Community Supervision and Reentry for deposit into the fund

Authorizes courts to order the Division to pay continuous alcohol monitoring costs from the fund when defendants demonstrate inability to pay, as an alternative to requiring local government facilities to cover costs

Becomes effective July 1, 2025, with the new liquor charge applying to sales on or after that date and sentencing provisions applying to sentences imposed on or after that date
